The City Of Monona will receive and accept bids ONLY through QuestCDN.com via the online electronic bid service (QuestvBid) for the construction of WINNEQUAH ROAD BRIDGE REPLACEMENT PROJECT (PIRATE ISLAND) until 10:00 A.M. January 21, 2021. All bids will be downloaded and publicly read aloud at MSA Professional Services, Inc., 1230 South Boulevard Baraboo, WI 53913 at that time. No contractor questions shall be accepted past 5:00 P.M. January 18, 2021.
The work for which bids are asked includes the following:
The project work includes removing the existing bridge and reconstructing a new concrete girder structure while maintaining access to Pirate Island Road. Work associated with the project includes: removing the old structure, sawcutting, remove asphalt pavement, clearing and grubbing, construction staking, watermain, casing pipe, piling, concrete girders, concrete masonry bridges, railing, medium riprap, geotextile fabric, salvage and replace modular block wall, salvage and replace dry-stacked wall, common excavation, silt fence, turbidity barrier, structure backfill, concrete curb and gutter, HMA pavement, concrete driveway, traffic control, erosion control, and restoration.
The project will be completed in phases. Phase 1 includes all work associated with stage 1 bridge construction as well as all roadway and utility work on the west side of the proposed new roadway (with the exception of the final asphalt layer).
- Phase 1 shall be completed within 90 calendar days from the start of construction, or before November 19, 2021; whichever comes first.
- Phase 2 work includes all remaining bridge, and roadway work (with the exception of binder and surface asphalt) to be completed by April 29, 2022.
- Remaining asphaltic paving and all punchlist items for final acceptance shall be completed by May 13, 2022.
Note: WDNR water restrictions run from March 1 through June 15th.
Note: the contractor could complete all work in the year 2021 if that fits their work schedules, but asphalt paving would need to be completed prior to November 19, 2021.

No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least 5% of the amount bid, payable to the OWNER as a guarantee that, if the bid is accepted, the bidder will execute and file the proper contract and bond within 15 days after the award of the contract. BIDDER is required to deliver the original certified check or bid bond within the 72 hours of bid opening to MSA Professional Services, Inc., Attn: Gregg Borucki , 1230 South Boulevard Baraboo, WI 53913. The certified check or bid bond will be returned to the bidder as soon as the contract is signed, and if after 15 days the bidder shall fail to do so, the certified check or bid bond shall be forfeited to the OWNER as liquidated damages.
No bidder may withdraw his bid within 60 days after the actual date of the opening thereof.
OWNER reserves the right to waive any informalities or to reject any or all bids.
